Arbiters were the Law of Thera for centuries. They enforced the Laws of
Thera as judge, jury and executioner. Their decisions were concise and
final. Criminals were the only true enemy of the Arbiter Cabal and they
were hunted and killed ruthlessly throughout the land. Only people with a
lawful ethos who had never been convicted of breaking the Laws could have
hoped to be an Arbiter. The likes of Rangers and Druids were too wild to
properly enforce city law and therefore were not considered.
But then, in a time of chaos, the book was burned by the gods of chaos,
and the hall closed its doors....
Today, the Laws of Thera are enforced by the BLOOD TRIBUNAL.
